PUBLIC OR PRIVATE, WHEN YOU THINK ABOUT IT, SERVICE IS LITERALLY THEIR MIDDLE NAME. CREATED IN NINETEEN SIXTY FIVE BY THE NEBRASKA STATE LEGISLATUR. E S U's ARE A MEANINGFUL AND FUNDAMENTAL PART OF NEBRASKA'S EDUCATION LANDSCAPE PROVIDING SERVICES THAT SCHOOLS WILL NOT BE ABLE TO DO ON THEIR OWN. MOST STATES ACROSS OUR NATION HAVE EDUCATIONAL SERVICE AGENCIES ALSO KNOWN AS E S A's. NATIONALLY, NEBRASKA IS A RECOGNIZED LEADER WITH STRONG ENGAGEMENT AND INVOLVEMENT FROM BOARD MEMBERS, ADMINISTRATORS, AND EDUCATORS WHO ARE ROUTINELY INVITED TO PRESENT THE GREAT WORK HAPPENING IN OUR SCHOOLS. E S U's ARE RUN WITH TRANSPARENCY AND ACCOUNTABILITY IN MIND. THEY OPERATE THROUGH AN ELECTED BOARD AND ALL MEETINGS ARE OPEN TO THE PUBLIC THROUGH THE OPEN MEETINGS ACT. ANNUAL AUDITS MONITOR FISCAL ACCOUNTABILITY AND ALL E S U's ARE DRAWN TOGETHER BY A SYSTEM CALLED THE E S U COORDINATING COUNCIL WHICH WORKS IN PARTNERSHIP WITH THE NEBRASKA DEPARTMENT OF EDUCATION. E S U's CAN PROVIDE MANY OPPORTUNITIES TO THE DISTRICTS THEY SERVE INCLUDING PROFESSIONAL DEVELOPMENT TO TRAIN TEACHERS AND SCHOOL STAFF RESULTING IN IMPROVED STUDENT ACHIEVEMENT. SPECIALIZED SUPPORT FOR SCHOOLS, SPECIAL EDUCATION, SCHOOL MENTAL HEALTH, TECHNOLOGY, AND INSTRUCTIONAL MATERIALS INCLUDING DISTANCE EDUCATION. CRITICAL INFRASTRUCTURE AND NETWORKING SUPPORT IN CYBER SECURITY AND DIGITAL SAFETY SUPPORT SCHOOL DISTRICTS THROUGH E-RATE TECHNOLOGY SERVICE FUNDING. E S U's ADMINISTER VITAL PROGRAMS LIKE LIMITED ENGLISH SERVICES AND FEDERAL PERKINS FUNDING TO SUPPORT CAREER AND TECHNICAL EDUCATION. BUT ONE THING E S U's CANNOT DO IS REGULATE SCHOOL DISTRICTS. THE PURPOSE OF AN E S U IS TO SUPPORT AND PROVIDE SERVICES IN SEVERAL CUSTOMIZED AREAS, NOT TO REGULATE. SO, HOW ARE E S U's FUNDED IN NEBRASKA? THEY ARE FUNDED THROUGH A COMBINATION OF STATE AND LOCAL RESOURCES. THE LARGEST PORTION, ROUGHLY TWO THIRDS, COMES FROM STATE OR FEDERAL GRANTS AND CONTRACTED SERVICES PROVIDED TO SCHOOL DISTRICTS. E S U's ALSO RELY ON A ONE POINT FIVE CENT PROPERTY TAX LEVY, MEANING ONE POINT FIVE CENTS OF EVERY ONE HUNDRED DOLLARS OF YOUR PROPERTY'S VALUE GOES TO SUPPORT THE E S U IN YOUR AREA. BASICALLY, FIFTEEN DOLLARS FOR EVERY ONE HUNDRED THOUSAND DOLLARS. THIS FUNDING IS USED BY EVERY E S U FOR PROFESSIONAL DEVELOPMENT, TECHNOLOGY, DISTANCE LEARNING, AND INSTRUCTIONAL MATERIALS FOR THE CURRENT SCHOOL YEAR. THE GENERAL COMMITMENT FROM THE STATE WAS THIRTY MILLION DOLLARS OR ABOUT FORTY TWO DOLLARS PER STUDENT TO SUPPORT THE SERVICES E S U's PROVIDE TO THEIR LOCAL SCHOOLS. SO, BACK TO THE BEGINNING. HERE ARE JUST SOME OF THE MANY PROGRAMS NEBRASKA E S U's PROVIDE TO SCHOOLS AND STUDENTS WITHIN THEIR REGIONS. FROM A TO Z: ASSESSMENT, BEHAVIOR AND LIFE SKILLS, BIRTH TO FIVE SERVICES, CAREER AND TECHNICAL EDUCATION, CONTINUOUS SCHOOL IMPROVEMENT, COOP PURCHASING PROGRAMS, CURRICULUM, CYBER SECURITY AND INTERNET FILTERING, DIGITAL LEARNING, GRAPHIC DESIGN AND PRODUCTION, HEALTH SERVICES, INSTRUCTIONAL MATERIALS, LEADERSHIP AND MENTORING, MAKERSPACE, SCIENCE OLYMPIAD, MENTAL HEALTH SPECIAL ED SERVICES, WORKFORCE DEVELOPMENT, AND SO MUCH MORE. AS YOU CAN SEE E S U's ARE MISSION CRITICAL. THERE ARE DATA DRIVEN PROCESS E S U's USE TO IDENTIFY THE NEEDS OF THEIR DISTRICTS AND DEVELOP SERVICES TO FILL THOSE GAPS. FOR EXAMPLE, SOME OF THE SERVICES PROVIDED IN THE PANHANDLE BY E S U THIRTEEN MAY BE COMPLETELY DIFFERENT THAN THOSE IN THE SOUTHEAST CORNER OF THIS STATE BECAUSE THE NEEDS OF EACH SCHOOL DISTRICT ARE DIFFERENT. THERE YOU GO NOW YOU'RE AN EXPERT ON EDUCATIONAL SERVICE UNITS. OKAY MAYBE YOU'RE NON EXPERT EXPERT BUT HOPEFULLY YOU'LL HAVE A MUCH BETTER UNDERSTANDING OF THEIR IMPORTANCE IN NEBRASKA'S EDUCATION LANDSCAPE. PARTNERSHIPS, SUPPORT, TRAINING, REPORTING, AND EFFICIENCIES. ALWAYS STRIVING FOR POSITIVE OUTCOMES FOR STUDENTS ACROSS THE STATE. THAT'S THE E S U WAY.
